pays due attention to labor force skills through developing proper training
courses on both technical and administrative levels, evaluates such
programs to realize training outcomes in order to create cadres able to assume
responsibilities of administrating, producing and marketing to cope with
accelerated growth in the tobacco industry, and to accept the challenges of the
new world economic order
